Two women appear to being consulted by someone. I see the words "jia cheng tai zhao above which maybe suggets this is the house/office of an official for the city called Zhao. If so, I think it's interesting to see that there were public services like this offered to people (fairly openly as it would appear) to go and see officials for help. Before, I think we have spoken about governance being very top-down, but this is an interesting example of citizens being helped 1:1 and having almost office-hours with governance. |
