Jinhua

Jinhua is located in the central part of Zhejiang Province. It is connected by river, rail, and highway to Hangzhou, the capital of Zhejiang.

Today it covers an area of 10,918 square kilometers and has a population of 4.36 million. Most of the population, 3.1 million, is concentrated in the central core, an area of about 301 square kilometers.

Located in east longitude of 119.14'~120.46'30'' and north latitude of 28.32'~29.41',Jinhua City is in, the People's Republic of China. It is the joint of Shanghai Economic Development Zone, the coastal areas with developed economy and the hinterland. With its favorable geographical location, Jinhua has become an important hub of communications between Zhejiang Province and the neighboring provinces of Fujian, Jiangxi and Anhui. It is also a key city in the central and western part of Zhejiang Province.

Climate: Located in the subtropical monsoon climatic zone, it has a distinct division of the four seasons, with annual average temperature of 16-18 degrees Celsius, annual average rainfall of 1303-1412 mm, and an annual frost-free period of 250~260days.

Administration Division: Under its jurisdiction, there are four cities of Lanxi, Dongyang, Yiwu and Yongkang and four counties of Pujiang, Wuyi, Jinhua and Pan'an, as well as the Wucheng Urban District where the municipal government is located.

Special resources

Agriculture : Flourishing in agriculture and rich in farm products, Jinhua is known as "Zhejiang's second granary," "the home of fruit and camellia", which has its main fruits £¬such as orange, red bayberry, strawberry, Pujiang peach-shape plum, Buddha's hand and jasmine. Jinhua's animal husbandry with the characteristic of Jinhua pigs and Jinhua milk cows has been playing a very important role in Zhejiang's economy.

Market resources : Jinhua has a mature market network of considerable market scale. Local Products : Jinhua is rich in some world - known high quality local products. Jinhua ham is famous for its four features: color, scent, taste and shape. Other products which are also well -known are: Buddha's Hand fruit, lotus root starch, green tea, jasmine tea, Jinhua crunchy pie, Lanxi honeyed dates, big green soybean, Yiwu dates, Wuyi lotus seeds, mihou peaches, Yongkang ginger and a wide variety of Chinese medicinal herbs.

Distinguishing Handicrafts : Traditional handicrafts are flourishing here, such as Dongyang wood carving, bamboo work, Pujiang grass work, patch work, lace, crystal crafts, Yongkang hardware. Having a long history, they all enjoy great prestige and have good sales records both at home and abroad

Natural resources : Jinhua river, the largest river in the region, has 6764 square km drainage area and generating capacity in store about 475,000KVA theoretical power, of which 328,000KVA are exploitable. Jinhua is also rich in mineral resources. 45 kinds of mineral products have been discovered, such as fluorspar with proved reserves about 20 million tons, more than half of the total reserves of Zhejiang Province and one fifth the reserves of China.

Tourism resources : Jinhua has a long history, it is one of the most famous scenic spots in south east China with beautiful hills, rivers and places of historical interest, known as "The country of historical relics ". The most famous spot is the Double Dragon Cave, which is characterized by the dense woods, marvelous spring and fog, odd stones and especially the grottoes: The Double Dragon Cave, Binghu Cave, Chaozhen Cave and Xianpu Cave. Near Double Dragon Cave is the temple of Huang Daxian (Great ImmortalHuang). Other scenic spots include the Fangyan Rock Area, Six-hole Mountain, Xianhua Mountain, Longtan Dacaikou and Zhidu Rock Area, all of which have attracted large number of tourists. Local customs such as the Mandarin Ducks Trees in the Monastery of the Great Buddha, Bull Fighting and Fire-flourishing in Pujiang are all full of enchantment. Some new scenic spots and vacation resorts have been founded, such as Hengdian Movie Production Center and Lanxi Zhuge's Town. Historical sites include nationally recognized protected sites such as the Residence of the Vice-King of the Heavenly Kingdom of Great Peace, the Bayong Tower, Tianning Monastery founded in the Song Dynasty, and Dongyang Lu Family Mansion.

Industrial Foundations : Industry occupies a leading position in Jinhua. At present, a complete industrial system has been formed. The dominant industrial products are clothing, textiles, metal fabricating, machinery, construction material-processing, chemical, medicine, food processing, metallurgy and plastic processing. The stocks of several stock enterprise have gone on the stock market. Some small factories groups have been formed, such as clothing and knitting mills in Yiwu, magnetic material factories in Dongyang, mills of motor spare parts, mills of electric tools in Yongkang, cement plants in Lanxi, and lock and lamp factories in Pujiang. Jinhua has been the largest base of producing the magnetic materials in China. Its total output of oxygenated hard magnets is both the first in our country and the third in the world. It has the largest fluorspar producing and processing area and export base in China, the largest producing center of hardware and electric tools in China, the largest sock supplier in the domestic market, the largest key-mould producing and processing zone in China, and the largest crystal lantern producing area. Jinhua's 95 project and its long range plan for 2010 aim to develop the scientific processing industry with economic use of energy and water and with less pollution; to improve the machinery and the electronic industry, new building material industry, pharmaceutical industry and meticulous chemical industry into the pillar properties; to redevelop light industry, textiles and the food processing industry and to increase further the development and investment in new and high technology properties.

Foreign economy and trade:

Foreign trade : In 1998, the total output value for export is about 1000 million yuan, total direct import and export value is about USD374 million. The direct export value is about USD330 million, of which the finished product take up 95%. More than 500 companies and enterprises are engaged in foreign trade, which 300 kinds of products including clothing, textile, electric tools, mechanical hardware, nonferrous metal electronic products, medicine, chemical products, light industrial goods, handcrafts and food are exported to about 90 countries and areas, such as Hong Kong, Japan, U.S.A, Germany, Holland, France, Italy, Korea and Taiwan.

Foreign investment : By the end of 1998, more than 700 foreign invested enterprises had been approved by the government with total investment over USD 800 million. Among them, 364 enterprises have been established. Their fields include agriculture, industry, basic installation, real estate, information consultation, goods and materials handling, etc. These investment are from more than 20 countries and areas. Some of the units are influential enterprises, such as Dayu Enterprises and the Gold Dragon Talent Group from Korea and the Gold Dragon Talent Group from Hongkong. About USD204 million investment have been put to use.

Foreign economic activities : More workers are working abroad: there are more than 1000 workers from Jinhua have been serving in about 10 countries doing more than 10 types of work. Meanwhile, some enterprises, organizations and bazaars have been established abroad, there have begun to be engineering projects and technical cooperation.

Infrastructure

Railway : 111kms of the two-track Zhejiang-Jiangxi railroad spans the Jinhua area. The Jinhua-Wenzhou and Jinhua-Qiandao Lake railroads meet here. Three new railroads have been planned: Jinhua-Ninbo, Jinhua-Jiaojiang and Jinhua-Yellow Mountain area. Jinhua is the hub of railway transportation in South-East China. Highway: There is a crisscross network of highways in all directions. They link Jinhua to Hangzhou and Shanghai in the North, Quzhou in the west, Ninbo Port and Taizhou Port in the east, and Wenzhou Port in the south.

Aviation : It's about 50kms from Jinhua to Yiwu's civil airport, from where several scheduled flights fly for Guangzhou, Shenzhen, Xiamen, Nanjing and Shanghai. It takes three hours by car from Jinhua to Hangzhou's international airport or five hours to Shanghai's.

Water transportation : Starting from Jinhua, one can reach the Grand Canal and the seaports by way of Lan River, Fuchun River and Qiantang River.

Post and telecommunication : There has been very rapid progress in post and telecommunication. By the end of 1998, there were about 348,500 telephone subscribers or 11.25% of the population in Jinhua. The mobile phone subscribers are about 114,700. Modern communication services and technology have seen very speedy development, such as fax, express post, beeper, mobile, data communication and internet. Jinhua is also the hub of cable in the middle of Zhejiang Province.

Water Supply : Jinhua has complete water supply facilities which provide sufficient high-quality tap water. The city proper has an overall daily water supply capacity of 150,000 tons.

Power Supply : Jinhua is part of the East China electrical grid and currently has one 500kv substation, seven 220kv substations, thirty 110kv substations and sixty 35kv-plus substations. The grid provides the city with sufficient electricity.

Gas and Heat Supply : A pipeline to supply the city proper with gas is under construction and central heating supply has been completed.

Finance: Jinhua is the financial center of the central part of Zhejiang Province. There are over 1000 financial agencies and offices of various sorts in the city, which offer services including loans for basic construction, industries and commerce; loans from international financial organizations for foreign exchange operations and management; domestic and foreign insurance; and securities, futures, share rights and property rights transactions.

Excellent and efficient services are available to foreign investment enterprise. By the end of 1998, the deposit surplus in financial agencies has reached 38.213 billion RMB; 29.415 billion RMB has been granted by the agencies.

Social environment : With the thriving economy, stable social environment, sound legal and democratic system, and orderly social management, people with civic virtue in the city are enjoying their rich culture and physical entertainment in the midst of pleasant surroundings. People in the city proper have launched an general campaign to be a "peaceful community." A joint social service action network, known as the “110” service, has been set up. Preferential Treatment of Foreign-funded productive enterprises

Foreign-funded productive enterprises that will remain in operation over a 10 year period can enjoy freedom from tax on income during the first 2 years, once they begin to make profit, will be taxed at half the rate for the next 5 years. If approved by the government, and depending on the local finances, they may apply for the return of the all or part of taxes paid to the localities. Major projects with an investment of over USD 10 million can get back 50% tax paid to localities for 5 years longer than other units.

Foreign-funded Agricultural Projects : Investments in farming, stock raising, fishing and other agricultural processing projects that will remain in operation over a 15 year period can enjoy the following preferential treatment:

1.With the approval of up the county-level government, the units can get back all the paid agriculture tax and agricultural special tax for the three years beginning from when the units produce income.
2.Enjoy income tax free for 2 years once they have begun to make profit, be taxed at half the rate for the next 3 to 5 years, and based on proof of payment recover all or part of the tax paid to localities. During the following 5 years, units can get back 50% of the tax paid to the localities. More sophisticated modern agricultural projects can enjoy further preferential policies.
3.Foreign investment in agricultural exploitative projects can recover all agriculture and agricultural specialty taxes for 5 years once they start producing income and half the taxes paid during the next 5 years.

 

Foreign-funded Projects on hydraulic power, environmental protection and housing estates :

1.The income tax rate is 15% with the approval of up the county-level government. 2.Those units that operated for over 15 years can get back all of the tax during the first 5 years after they begin to make a profit, and half of the tax paid during the next 5 years. On the expiration of the tax free and reduced tax periods, the advanced technological enterprises can enjoy for 3 more years of 50% tax reduction, and enterprises which export over 70% of their total yearly output can also enjoy 50% tax deduction.

 

Projects on technology transfer :

The projects listed as encouraging technology transfer and limited grade B categories in the Guiding Catalogue of Foreign investment Property are exempt from import tariffs and tax on value added when they buy foreign equipment, accompanying technology and spare parts etc. for their production within the value of their investment, excepting commodities listed in the Non-tax Free import Products for foreign investment.

The above preferential policies are quoted from Zhejiang people's Government file No.[1998]9 entitled A Circular on the Policies of the Encouragement of Direct Foreign Investment, from Jinhua People's Government file No.[1998]11 entitled A Circular on the Enhancement of foreign investment: Utilization, Investment & Trade Guide. In line with our country's industrial policy and Jinhua's requirements of economic structure adjustment and upgrading of industry, foreign entrepreneurs are encouraged to introduce up-to -date industrial projects in forms of sole foreign fund and group development in order to radically adjust present industrial construction.

It is the largest small commodity distribution center of China. Its transaction value has been the first for 8 years among the 10 largest commodities distribution markets in China. With good environment and very convenient traffic, it has formed a traffic network with highway, railroads and airport. More than 100 foreign invested enterprises have been established. In 1998, its total output value for domestic market is 11640 million Yuan. Its total state revenue is 470 million Yuan. Total export output value is 1600 million Yuan. It is the only city in Zhejiang, which has been playing an exemplary role for synthetic reform in the country.

Lanxi City

It is the important industrial city and commodity distribution center in mid - west Zhejiang. It is also a tour place. It has an area of 1310 square kms and population of 660 thousand. Its total output value is 6010 million Yuan and total public revenue is 278 million Yuan, The main industries here are engineering, chemical, light industry, textile, construction material processing, pharmaceutical and food processing. Its rich farm products are : cotton, tea, silkworm cocoon, orange, red bayberry, green date, big green bean. There are 120 important and export factories with more than 100 kinds of export products. Annual important and export value reached USD 100 million. Traffic here is convenient. There are3 rivers in the city, and the railroads from 7 provinces met here. No.330 national highway crosses through the city. It is about 200km to Hangzhou airport and 90kms to Yiwu airport. Modern telecommunication and post have been established. Electric power and water resources are sufficient, of which the prices are lower than the average prices in the province.

Yongkang City

Yongkang, well known as "A City of Craftsmen " throughout China, covers an area of 1049 square kms, with a population of 520, 000. Yongkang 's industry is diversified in range and unique in features. Machinery, hardware, non-ferrous metals melting and automobile fittings make up the four mainstay industries. Both the output and export volumes of Yongkang's electric tools take up over 50% of China's total. "Hardware Market ", located in Guli Town, is now the largest distributing center of hardware products in China. The foreign trade in Yongkang is quite developed. Jinhua County

Located in the middle of Zhejiang, it has jurisdiction over 8 villages and 16 towns, with an area of 1742 square kms and population of 560 thousand. Being named as "Small Zhoulu", it has 1800 years history and always was the location of the local government in ancient China. It is the hometown of the famous poet Aiging and the famous musician Shi Guangnan. It is also named as "Zhejiang's granary " and "The home of fruit and wood ". In 1998, it was honored by the country as "Home of Buddha's hand and strawberry ". Its annual output of fruit is 180 thousand ton. Specialties such as Buddha's hand, Tennian grape, Yuandong big white peach and Jiangdong strawberry have been well known all over the country, its industry system is supported by building materials-processing, engineering and electronic industry, food processing, light industry, textiles and chemical industry. Some famous products in high quality such as Jinhua ham, Buddha's hand wine and electric tools have been exported to oversea countries.

Pujiang County

Located in the central of Zhejiang Province and endowed with beautiful scenery and abundant human resources, Pujiang is a noted scenic spot for tourists in Zhejiang and known as the home of painting and calligraphy in China. It covers an area of 900 square kms with a population of 380000. The Zhejiang-Jiangxi Railway goes through the county. Besides, its well-developed infrastructure facilities also offer a promising development future for Pujiang, The agriculture of Pujiang earns foreign exchange well by export, for it is a main producer of peach-shaped plums, dried bean-curd sheets and pigs exported to Hongkong. Led by textile and hardware construction material industries, the county has formed an exporting and processing base of sewing products, crystal lamps, hardware, and padlock for civil use.

Wuyi County

It is famous for fluorspar and hot springs. The reserve of fluorspar is 40 million ton. The daily output of hot spring is over 2500 ton with the temperature as 42.68-44 degrees Celsius. This spring contains various kinds of elements, which are goods to person's health. There are about 110 thousand hectares forest regions in the area where bamboo, wood, oil tea are planted. Wuyi has plentiful agriculture resources and is one of the counties in the province, which flourish in corn, pigs, tea and lotus. Light industry, chemical, engineering and electronic industries with local characteristics have been gradually formed. It has been the stationery and playing cards producing base in China. Transportation is also convenient here. The Jinhua- Wenzhou railroad and No.330 national highway pass through the area.

Pan'an County

Situated in the central part of Zhejiang, the treasure-laden county Pan'an has been well- known as "A County of Mountain ","A Sources of Rivers ", "A Treasure-house of Chinese Medicinal Herbs" and "A Capital of Famed Tea ". Its capital is 200km away from the coastal open cities of Hangzhou, Ninbo and Wenzhou, and only a little more than 60km away from Yiwu Railway Station on Zhejiang-Jiangxi Railway and Yiwu Airport. Pan'an is renowned for its numerous local products and specialties, including over 100 varieties of rare traditional Chinese medicinal herbs. It is a big producer of the famous Yunfen tea. Pan'an mushroom unique type of all mushrooms characterized by their fine quality and nice shape and delicious taste, have been greatly enjoyed by the consumers at home and abroad. The vegetables grown on high mountains have been favored by people both in urban and rural areas due to the unusual growing seasons of the high altitudes as well as the clean pollution free surroundings. Pan'an is abundant in mineral resources with considerable reserves of grants- excellent in quality and rich in variety. Among them, such varieties as the splendid "Snow-violet Leopard" and "Red Sandalwood " of classic elegance are exceptional both in China and abroad. Besides, it is also rich in hydroelectric power resources. There are 19 arterial waterways with a drainage area of 20 square kms in this county. It has a potential huge installed capacity of more than 70000KW. Endowed with picturesque landscapes, Pan'an is not only known as tourist spot but a summer resort. A Series of scenic spots like the unique Pingban Long Stream and the spectacular waterfalls yet to be further exploited.

Extent of Authority of Examination and Approval State-encouraged and permitted foreign- invested projects under 30 million US$. Contracts of processing and assembling with provided materials and parts under a total volume of 10 million US$. Contracts of compensation trade under a total volume of 300,000 US$. Projects and contracts over the above stated investment volume need to be reported by Jinhua Municipality to the provincial departments for approval. The departments concerning foreign economy are Planning Commission, Foreign Economic and Trade Cooperation Bureau, China Commodity Inspection Bureau, China Customs, and Exchange Control Authorization. These departments, which organized by efficient administrators bear distinctive responsibilities respectively. In order to coordinate the works on open and to settle the accusations by foreign investors, the government have formed The Open Office Coordination Center for Foreign investor's Accusation. Jinhua People's Government Building is the first centralized general office in Zhejiang, where administrators examine and approve all kinds of projects, provide information and government administration services, take investor's accusation, supervise the audition period and the promised investment services, and collect fees in a given place. These 43 departments under Jinhua People's Government serve investors through 39 service windows according to such principles and open and centralized services, united approval within limited hours and collection of fees in given place.
